Role:

This position is primarily responsible for planning, monitoring, reporting and provisioning of information and computer security for the Chapters Health System. Oversees all ongoing activities related to the development, implementation, maintenance of, and adherence to the Information Technology Department System policies and procedures covering the security of, and access to, patient health information and other data in compliance with federal and state laws. Advises Information Technology Director and health system management about risks to the business due to the implementation of technology used to operate the business. This position includes establishing an information security program and management infrastructure to ensure that technology risks are identified and managed according to federal regulations and best practices for information management and security. Creates policies and procedures, system security requirements, data integrity standards, authentication standards, accountability standards, audit guidelines and disaster recovery plans for use throughout the Chapters Health System. Collaborates with Chapters Privacy Officer on matters of HIPAA compliance related to JCAHO information management standards.

 

Qualifications:

  • Bachelor's Degree in Computer Science
  • Hands on security experience in the healthcare industry, including experience developing and implementing security programs, technologies and processes
  • Broad and current understanding of security risks and controls, and an understanding of information security standards (ISO, COBIT) and regulatory requirements including HIPAA and JCHAO
  • Proven ability to understand business issues and able to develop and implement mechanisms in a manner appropriate to management's business needs. Proven experience in communicating effectively with senior management, especially when sensitive issues are involved.
  • Preferably at least three years experience with information management in a healthcare environment with project management skills
  • Reports to the Director of Information Technology
  • Intermittent Driver Valid driver's license and automobile insurance per Company policy

  • Job Responsibilities:

 

  • Establishes, develops and manages the information classification process - granting access in assigning and revoking privileges.
  • Provides technical advice and assistance to the Department management and other administrative personnel relative to the implementation and enforcement of HIPAA security and other related state and federal laws.
  • Implements high-profile methods of organization-wide communications about information management and compliance with regulatory and state and federal standards intended to reach employees.
  • Develops, presents and manages the dissemination of information security, audit awareness and training materials to business units.
  • Establishes, develops and manages the corporate information security program's policies, procedures, standards and guidelines for information management.
  • Acts as internal consultant and source of expertise for implementing information management policies and procedures.
  • Establishes procedures for auditing information regarding access to and creation/modification of data.
  • Performs periodic audits of access to networks, applications, operating systems, etc to ensure compliance.
  • Analyzes and assesses corporate information risk analysis, assessment and acceptance processes identifies risks and exposures.
  • Coordinates unified security management processes across the health system and the information systems.
  • Assists Chapters Health System administrators with investigation into alleged information security breaches or vulnerabilities. If necessary, assists with disciplinary and legal matters associated with breaches.
  • Assists in vendor selection process to ensure vendors meet our security and audit standards.
  • Ensures third party contracts (vendors, temporary agencies, consultants, etc.) have appropriate security and confidentiality controls.
  • Recommends control measures to improve information security and audits.
  • Evaluates the effectiveness and efficiency of all company systems security and audit control measures, and ensures compliance with regulatory, state and federal standards.
  • Acts as a liaison with the physical security department regarding overlapping information security issues, e.g., investigations, badge access.
  • Performs other duties as assigned.
